D | 　　锚定“1243”全域发展蓝图，临高着力打造金牌港产城融合发展重要节点，充分释放港口核心优势，加快建成对外开放口岸及“二线口岸”；推动港口优势向产业动能转化，构建以“临港制造、港口物流”为双核的现代临港产业体系；完善园区周边城市配套功能，夯实“以港兴城、以城促港”的发展基础。

E | 　　同时，临高强化陆海统筹，坚定海洋渔业“三走”战略方向，推进“接二连三”工程，加快传统渔业转型升级，培育壮大海洋新兴产业，打造现代海洋经济发展新高地；走好标准化、规模化、品牌化的农业现代化道路，推动旅游业提质升级，打造农文旅融合发展新高地。　　王挺强调，临高还要积极培育数字经济、绿色能源、现代服务业、低空经济四大新动能，推动新质生产力形成新的增长点；积极构建“一区三园”协同发展格局，促进各园区协同联动、错位发展。　　临高金牌港开发区是海南自贸港重点园区之一，也是临高产业出海的主阵地。临高县发展和改革委员会副主任王小现称，充分用好“零关税”、加工增值内销免关税、企业和个人所得税优惠等自贸港政策红利，推动园区由生产制造园区向“产业集聚+口岸物流+国际合作”三位一体的国际化平台转型，着力把金牌港打造成为海南西部新型建筑产业出海基地、自贸港面向东南亚、非洲等区域出口枢纽。

F | 　　“建设宜商临高，持续优化市场化、法治化、国际化营商环境，深化极简审批改革，完善企业全生命周期服务。”王挺表示，临高的目标是，让更多的人愿意来到临高、留在临高、扎根临高、建设临高，让城市发展与产业发展相互促进、相得益彰。
